It's 人力VOCALOID, which means sampling a seiyuu (or whatever else)'s voice. . . snagging phonetics & changing pitch, stuff like that, to make a voicebank. = v = So it's really time consuming and hard to make sound good. |D

I was originally looking for Double Lariat by the same person with Hetalia 'voices', but the actual video isn't on YouTube.
